Recently in scientific researches and in programs of statesmen the additional attention to ideas of federalization and the federal mechanism of the government was defined. The accent is more often done on political components of this concept. However it is possible to approve, that the federative state is characterized not only political, but also economic, cultural, educational and others bases of own existence and development.

 

Declared by representatives of the government of Russia within 20112012 installations on granting to regions of the additional rights and powers demand precise filling of the maintenance. Here there are certain complexities both practical, and scientific character. They are connected with absence of sequence in practice of the Russian federal structure and formation of corresponding scientific schools. Thus it is necessary to consider limitation of an opportunity of use in the pure form already available foreign models and necessity of their qualified adaptation to the Russian conditions. Thus it is necessary to ascertain, that huge value gets both budgetary, and the territorial coordination between regions and the federal center regarding the general schemes of territorial development. Corresponding process was showed in the developed foreign countries after the World War II in the form of occurrence of mechanisms of coordination of regional and nation-wide social and economic policy. Unfortunately, practice of the Russian territorial planning, deprived integrity, turns frequently to the simplified means of access to budgetary funds. The financial component replaces search of necessary forms of intra-Russian division and labour co-operation, forward planning and forecasting.

 

The aiming at the decision of the named problems was an initial basis of the given release authors which have reflected in their articles a sight at economic bases of formation of the Russian model of federalism. In a greater degree analytical developments and recommendations concerned the Republic of Tatarstan, as the locomotive economic region which initiating for a long time the offers in this direction and has made certain steps to development of base positions of the Russian federalism, fixed in system of legal acts of the regional and nation-wide structure.

 

The final results of author's development presented in this number of journal, can make interest for scientific experts, state and public figures, and also students and the faculty of establishments of system of higher education.
