In March, 7th, 2002, the meeting with the Extraordinary and Plenipotentiary Ambassador of the USA in the Russian Federation, Alexander Vershbow, took place in the Kazan Institute of Federalism (КIF). Rafael Khakimov, Director of the scientific programs of the KIF, Timur Akulov, Director of the department of the foreign relations of the President of the RT, Mrs. Sintia Dowel, the special assistant of the Ambassador of the USA, Vincent O’Brian, official of the Embassy of the USA etc participated in the meeting.

The following subjects were touched upon during the conversation: the problems of the construction of real federalism in Russia, the problems of regional politics and delimitation of authorities, changes made in the Constitution, ways of regulation of the conflict in Chechnya, and, in connection with this, the factors of stability of inter-ethnic and inter-confessional relations in Tatarstan.
The Ambassador of the USA was given the publications of the KIF on problems of federalism in Russia.
