On December, 11, 2006 «The Seminar on regionalism and federalism: the contribution of research institutes to preparation of legal tools on a regional autonomy in Europe» took place in Strasbourg organized by the Congress of local and regional authorities of the Council of Europe.

In this action the Russian Federation was presented by director of scientific programs of the Kazan Institute of Federalism (KIF) Rafail Khakimov and expert Michael Stoljarov.

The seminar took place within the framework of preparation the European charter of regions. In his report R. Khakimov  noted, that during strengthening a vertical of authority KIF initiated discussion of a condition of federalism in Russia and in the world, carried out conferences, issued magazine, monographs and other publications which helped the broad audience of the interested experts to get access to the information on positive Russian experience and international regionalizm and federalism. This information during all the period of Institute’s activity was demanded by statesmen and officials, as well as by scientists, experts in this area. Also in his report R.Khakimov stopped that now in Russia interest to problems of federalism revives again, and in KIF the extensive material on this problematics is collected.
